Advances a comprehensive set of reforms including middle housing, ADUs, streamlined permitting, right-sized parking standards, and impact-fee consistency to expand housing supply statewide.
SB 4060: MUNI CD-MIDDLE HOUSING
Legalizes middle-housing options on residential lots statewide and expands choice for duplexes, triplexes, fourplexes, and cottage clusters.
SB 4061: CTY/MUNI BUILDING CODES-STAIRS
Enables single-stair multifamily buildings up to six stories with strong life-safety standards, supporting more practical small-site housing.
Creates a consistent statewide framework for impact-fee calculations and public reporting, improving predictability for housing development.
SB 4063: MUNI CD-BUILDING PLANS/INSPECT
Creates clearer review timelines and allows qualified third-party review or inspection to keep housing projects moving predictably.

Right-sizes parking standards so housing can be delivered at lower cost and with more flexibility for different project types.
SB 4071: MUNI CD-ACCESSORY DWELLINGS
Expands opportunities for ADUs across single-family areas, supporting gentle density and more housing choices for homeowners and renters.
